Expanding factories to the provinces makes it easier for businesses to recruit workers, reducing pressure when unskilled workers in the city are in short supply and difficult to find.
After the gap, production activities of Nha Be Garment Corporation (District 7) recovered, orders were filled until the end of the third quarter of 2022, requiring businesses to promote recruitment of new workers. To attract workers, the factory in Ho Chi Minh City increased labor productivity, raising monthly income to 10-15 million VND with many benefits such as 13th month salary, productivity bonus, seniority, vocational training, school gift scholarships for workers' children, home repairs for the needy...

"However, finding people in the city is not easy," said Ms. Le Thi Ha Chi, deputy general director of the Corporation. For many months in a row, the recruitment department in Ho Chi Minh City has not recruited enough while the requirement has only increased by 20%, the lowest compared to other factories in the same system.
While Ho Chi Minh City has difficulties, the provinces are somewhat easier, receiving 2-3 times more applications per day. According to Ms. Chi, if in the city, businesses have to pay 10 million VND per month to keep workers, then in the province, only 7 million VND can be recruited because they work close to home, the cost of living is low. .
In the past 5 years, Nha Be Garment has expanded its production to 10 provinces in the Western, Central and Central Highlands regions. The corporation has 20,000 employees but 15,000 people work in local factories. Ms. Chi said bringing the factory to the province helps businesses increase production capacity. Labor costs are lower, so the factory creates a competitive advantage in price to attract customers and create more orders. The income for workers has also increased since then.
Similarly, in the past few years, Vietnam Samho Co., Ltd (Cu Chi district), specializing in the production of leather shoes, 100% Korean capital, has built a factory in An Giang to proactively source labor.
Mr. Do Truong Hoang Phuc, Head of the Company's Human Resources Department, said that after Tet, the demand for new recruits in the two factories reached several thousand people, but in the province, the source was found very quickly. Every day, the human resources department of the factory in An Giang receives more than 100 applications while in Ho Chi Minh City, the highest day, only 30 people come to ask for a job. At the beginning of this March, the factory in An Giang has recruited enough people, and also helps to find workers for the factory in the city.

Expanding the factory to the province is not only the story of Samho or Nha Be Garment. Ms. Nguyen Thi Thuy, Vice President of the Vietnam Textile and Apparel Union, said most of the group's companies are planning to expand to the province. This helps to solve the problem of shortage of human resources in big cities, especially Ho Chi Minh City. Businesses also reduce the cost of wages and social insurance due to the lower regional minimum wages. Local workers who have jobs do not have to leave their hometown.
However, factories in the province face many difficulties. Workers live with their families, close to their relatives, so every time there is a party, the crop will stop working, affecting production. At first, companies continuously propagated about the characteristics of industrial production, one person's leave would cause the line to be broken, productivity was not achieved, and wages were low. The rewards and penalties for diligence make workers more conscious.
Besides, traffic in some localities is not convenient, far from ports, airports... so logistics costs are large. Workers are abundant, but it is difficult to find qualified personnel, which also makes it difficult for factories.
According to public policy expert Nguyen Quang Dong, bringing the factory to the province not only solves the story of labor shortage in big cities but also contributes to improving workers' lives. The fourth outbreak of the epidemic, millions of repatriates have revealed gaps in the policy to support migrant workers in the provinces and cities. Workers cannot buy houses or raise children in the city, most of them have to stay in the countryside, their families are separated, the social consequences are huge.

As noted by the Center for Industrial Relations Research, insufficient living wages and high urban costs are two reasons why workers in southern provinces and cities return to their hometowns during the outbreak. Many people then did not return to the city even though the epidemic was controlled.
"Workers are paying a very high price for 30 years of industrial development and this situation needs to be stopped soon," Mr. Dong said.
According to Mr. Dong, in the coming years, labor-intensive industries such as textiles, garments and footwear will still play an important role in creating jobs for untrained workers and former workers. However, the state needs to have appropriate policies, move factories to localities, near the labor source, so that people can have jobs but not far from their hometown.
In addition, the Central Government should have a general policy to gradually move labor-intensive factories out of big cities. Localities such as Ho Chi Minh City, Da Nang, Dong Nai... are not allowed to invest in new labor-intensive industries, but focus on developing technology groups and using highly qualified human resources. In addition, provinces with a large labor force need to be invested in infrastructure and ports, with tax incentives, and low-interest loans for new factories.
